俄罗斯的“胡子税”

在17世纪的俄罗斯,蓄胡子竟然要交税。沙皇彼得大帝(Peter the Great)为了推行西化改革,认定满脸胡须“不够欧洲”。于是规定,所有男性必须剃胡子,若坚持蓄留,便需缴纳“胡子税”。纳税后才能获得一枚铜牌,上面刻着“须税收讫”,以示合法。如今,那些历史上的“须税收讫”成为珍贵的文物收藏品,拍卖价格不菲。

英国的“窗户税”

1696年,为了增加财政收入,英国政府推出“窗户税”——窗户开得越多,税金越高。原意是通过房屋结构判断富裕程度,从而征税。他们认为房屋越大,窗户越多,房主的经济状况越好,因此应交更多税。为了逃避高额窗户税,许多房主采取了“减少窗户数量”或“封堵窗户”的做法,导致空气流通差、采光不足,甚至引发健康危机。直到1851年,这项荒唐的税才正式废除。

丹麦的“放屁税”

丹麦推出全球首个针对农牧业温室气体排放征税的政策,意味着要向农场里的牛和猪“放屁”征税!从2030年开始,养殖户每排放每吨甲烷气体,就支付300克朗的税,到了2035年还会涨到750克朗。这个奇怪的“放屁税”其实是为了减少温室气体,保护环境。丹麦亦计划把部分农业转变成森林和自然保护区,让大自然好好休息一下。听起来有点搞笑,但这正是丹麦为应对气候变化出的大招,环保路上真是很有创意!

瑞典的“名字税”

孩子名字本是父母的私事,但在瑞典,孩子取名需过税务局审批。根据1982年的规定,如果政府认为父母为孩子取的名字具有冒犯性,或者认为这可能会给孩子带来麻烦,他们有权拒绝父母取的这个名字。此举目的为避免使用不雅或易引起争议的名字。曾有人想为孩子取名为“Brfxxccxxmnpcccclllmmnprxvclmnckssqlbb11116”,以示抗议法令,结果被拒;甚至连“Ikea”(宜家家居公司)、“Allah”(信仰真主名称)都曾被税务局否决。这种干涉私人生活的“名字税”,也体现了瑞典对公共秩序和文化敏感度的重视。
